I already have Monitor And Optical drive and don't need OS

So i have two options, the PC will be used primarily for heavy gaming and internet use (lots of tabs in browser ) and media playing

Build NO.1 :
Motherboard : MSI (am3+)
CPU: AMD phenom ii x4 955 BE
RAM: 4GB (2x2) ddr3
HDD : seagate barracuda 500gb
VGA : HD7770
PSU : Antec VP450P 450w

Build NO.2 :
Motherboard : Gigabyte H61m ( 1155 )
CPU : Intel Pentium G2020
RAM : 8GB (2x4)
HDD : seagate barracuda 1tb
VGA : GTX 650 ti (NOT boost) {Physx gaming intended}
PSU: the same

So which do you recommend ... thanks in advance for help :)

BuilD No.2 iS better but the processor is not so good so i advice that just replace pentium by core 2 duo or get a better processor if you can raise your budget and get a better psu of 500w for gtx 650ti.

give us your budget. I bet you we can come up with something a tad better. either way, it seems to me as if you have a 450-500 USD budget? I'd say go AMD at that budget. low-end intel isn't known for being competent at those prices.

I'm in Egypt so my budget is little tight due to currency differences (Around 400$ ) and the Core 2 Duo simply isn't available in stock anywhere plus the nearest intel processor is Core i3 which has a price of 875 EGP (=115$) so it's sadly over my head ... but some question arises : if i got the GTX650 ti (which is stronger than 7770) to AMD build ... would i be able to use Physx or will it be disabled because of AMD driver presence ?

No it would not matter. You will run nvidia drivers for VGA. Another thing is that Phicsx on low-mid VGA is kinda useless because VGA is pretty weak overall and you can't really notice phycx in games because your focus is somewhere else.
