System not boot after installing second GPU

Hello.
Today i buy second HD 7850 - 2GB, Gigabyte cooling - same as 1st GPU.
I have 750W Good PSU, AMD 8320 CPU, and GA-990XA-UD3 Motherboard.
So, after i plug in second GPU, connect CrossFireX connector, and start loading windows - it freeze on windows 7 boot. But, i can load system on one GPU or on safe mode.
I try to fully remove drivers, install another drivers, set BIOS settings to default - nothing. System still freeze. I need help to resolve this problem.

Solution
Did you have OverClocking software installed? Windows can load some OC-customized ddl's on boot, and apply OC for you 1st GPU. But, if clocks are not synced between two GPUs you will get some kind of system crash. So, just try to fully disable autorun in OC software, or uninstall programs like MSI Afterburner, Sapphire Trixx, Asus GPU tweak, Gigabyte OC Guru, etc

My PSU is About 750 Watts, but it can gain about ~800-850 W. I see a HD 7850 energy consume - it about 250 W at 100% load. So, 250*2=500 W. My CPU about 180 W At 100% load (anyway, i try disable 6 cores and stay only 2 left). So, i don't think on win boot i have 100% load on all devices : )

Anyway, i waste about ~120$ to this PSU, and now i don't have more money to buy a new ~1000 W PSU (its extremely expensive in my country)

You don't need a 1000w PSU, but you do need a quality one. I've run into issues using a "cheap" option that just cost me more money in the end because I just had to buy a 2nd PSU later. Things like multiple +12V rails are marketed as features, when in reality they aren't. I had a 700w PSU that couldn't handle an overclocked 3770k and one GTX670.

Remember that PSUs are not 100% efficient, either. Say that 750W is at worst 80% efficient. You're down to 600w at that point. You've now exceeded the power value you stated. Granted, this is some real rough math, but you need to build around worst case.

I know you state that you don't want to spend money on a PSU, but it is literally the heart of your computer. It makes little sense to stack a computer with high performance parts, and then use some generic PSU that has questionable performance.

Okay, i understand you opinion. But 750 W - its "bronze" 80% performance. About 800+ Watt - its 100%. Anyway, i belive it can be problem, and i combine two PSU - 450 and 750 Watts: CPU, SSDs and One GPU on 750 W, and second GPU on 450 W PSU.
So, they using dedicated PSU's, they working (i try disable 1st - 2nd work perfectly on 450 W PSU), and windows still freezing on boot with two GPU's on CFX. I don't think PSU is the problem...
