So...about that tablet mode...

So, I am building a Car Computer rig, and thought that Windows 8 would be a good OS for such a setup. I want this to work like a tablet. However, I can't seem to get it to work well with my touchscreen.

First, swiping doesn't work (For scrolling, etc). It is as though I am using a mouse.

Also, I'm unable to set up any sort of touchscreen keyboard.

Are these things disabled unless you are specifically on a tablet, or did they just not include those things in the OS at all?

I am really unable to find any sort of information on this at all. Unfortunately, I have not used a true Win8 tablet, and am not even sure they are features. Seems to work well in the commercials. Though I don't recall ever seeing an onscreen keyboard. If this is the case, I wonder how MS thought they could break into such a competitive market without even the option for an onscreen keyboard.

Why would you expect it to 'just work'? You've never touched or seen a Win8 tablet, and don't know what it does or doesn't do. Get thee down to the store and play with one.
Does your existing touchscreen support multitouch?

If I wanted a carputer today, I'd just mount an iPad Mini or a Surface RT to the dash.

I don't expect it to "just work." I know there is some sort of configuration involved. I just hadn't been able to find it. Everything I found seems to try to sell me either a full tablet or a keyboard for one I don't have. I do intend to play with one that we have floating around our office.

And, no my screen is not multitouch.

I can't use a pre-built tablet. I am using a stand-alone engine management system and plan to use the computer as a monitoring interface. None of the current tablets are capable of connecting to my system.
