Win8 not shutting down "Windows Logon Application" causing 100% CPU

OS: Windows 8 64-bit

When I try to shut down, the process "Windows Logon Application" starts using one 100% of one CPU core, and the system does not shut down. When I try to end the task, it asks if I want to abandon unsaved data and shut down. This is happening every time I go into Windows now. I used the reset button last time, and again it wouldn't shut down. I had to hold in the power button for 10 seconds to turn it off, but I can't keep doing that.

are you updated or did you updatee your computer recently?
any new drivers installed before it started the trouble?

log the computer in safe mode (shift +f8) and try shut down. did it work?

No, I have not installed any updates. I can't really install any updates either until this issue is fixed, because updates require a restart, and I cannot restart right now.
I have installed some drivers, I'll experiment a bit. The problem is I need those drivers.
Can't boot into safe mode in Windows 8 unless I restart, and I can't restart.
