is it better to get a graphics card that is overclocked or one that is not

I think it is better to buy one that is not because it is easy to clock yourself and the manufacturer just charges extra to do what you can easily do yourself!

Yea depends on the price. If its only a little more than the regular one then go for it (like 5% more would be ideal). OCed cards are usually the better of the batch so you can OC even further. Also they might have better cooling solutions although that is card specific.
