You shouldn't have to reinstall windows. You may have damaged the P4 3.0ghz with static electricity, or you may need to update the Bios. Try to find upgrade information so you can make sure your motherboard supports that processor. Make sure you have thermal grease between the CPU and heat sink and make sure the CPU fan is spinning.

I tried an another (same type) P4 3.0ghz cpu, but nothing changed, windows 7 still not working properly. If I put back the old cpu, everything works fine. The asus cpu support list included all of these processors. The Bios i have the latest version.
And what if windows 7 kernel causes the problem?

Yes, in safe mode i have the same problem, only a little later than normal mode. When I boot command prompt, the system works. I run memtest for hours, no problem.

I've ran into problems before where the memory test checks out fine, but one of the Ram modules is still bad. I would try pulling each of them out separately, and try running a hard disk check through the command prompt. If none of that stuff works you could try installing windows again, it might be worth a shot.
