Internet running slow, but it's not the connection

I did everything outlined in this thread

I have a pc running Windows 7. Everything was fine when suddenly my internet started running really slow and all the websites I was visiting would take forever to load. I checked Speedtest.net and my internet speed was still the same.

While I was doing that, my anti-virus (Comodo Anti-Virus) popped up and it detected a virus. I quarantined and deleted it, but the problem still exists. I did multiple virus scans after that, nothing was found. I rebooted my pc multiple times too. No help.

I pulled my laptop out and tried going online. It was blazing fast, which means the problem is my pc, not my connection.

Tried doing a system restore. There was only one restore point available from last week. I chose it and did restore. Windows rebooted and showed the message that the restore was not successful because System Restore failed to extract a file (it gave me a very long file name under the Comodo anti-virus folder).

I'm at a loss at what else I can do. All web pages and videos take extremely long to load compared to how it was before this problem started. Any help or suggestions would be very appreciated.

I also tried using different browser (I use Chrome, but also tried Explorer). No help. I tried clearing all cookies and history and rebooted. No help

I confirmed that it's the computer. My laptop is still running fine.

Everything is running great on my laptop; programs, internet, etc..
My pc is running fine when I run games, or different programs, etc.. It's just when I browse the internet, or watch videos, that it's extremely slow.
