If you have a OEM version of windows 7 it will require you purchase another copy. OEM versions are tied to the motherboard they are installed on. Unless you own a full retail copy.

The graphics you have is already better than the 7790 as k1114 said. For that resolution you really don't need to upgrade it either. Since the issue is in SC2 I'd imagine it's most likely a CPU problem. The i5 3470 and a H77 motherboard would be a very good option in this case. You don't really need to go all out for a Z77 and a 3570K unless you're interested in overclocking.

Your power supply is fine, bequiet! are very reputable in my opinion (though not very well known).

OEM is when it's not a full retail version of the OS, rather one that shipped with a pre-built computer made by a company like Dell/Acer for example. If you bought the OS yourself it should be a full retail copy though, make sure to check.

EDIT: Looking at your above reply, your PC has almost certainly got an OEM version of Windows installed. It's probably best to check whether it's possible to replace the CPU on that, rather than having to go through the hassle of a new OS.

According to this manual for your PC I found online it is possible to swap the processor (i.e. it's not soldered in or anything): http://panam.acer.com/acerpanam/desktop/2010/acer/Aspire/AspireM3400/SG_Aspire_M3400-G_Book_04072010.pdf

It should be compatible with maybe a Phenom II X6 Thuban CPUs (which are discontinued) so you might be able to find one online. It would be better than what you currently have in there (I don't have the greatest knowledge on AMD CPUs though, so if I'm wrong about this I do apologise.)

Then most likely you have a OEM version, unless your pc came with windows 7 installation discs, most prebuilts come with OEM versions. Meaning you can not reinstall the version of windows 7 you have now on another motherboard.
