PC will not power on with GPU plugged in

I recently brought a discrete Graphic Card (MSI 650 Ti GTX), but it does not seem to work.

Whenever it is plugged in by the 6 pin PCI-E cable, the PC does not power up.

I have tried different slots/cable and it is still the same.

It is not the Graphic Card because it worked in another PC.

What is the problem?

Shouldn't it at least power up then shut off if it does not have enough power?

I'm thinking about getting one but wanted make sure is not because of the PSU causing the problem.

Shouldn't it at least turn on?

Read somewhere that another user had 2500K and Radeon 6870 running with this PSU.

Yeah, tried figuring out the problem. It should at least power on.

Maybe so, but the OP claims to have "read that it worked somewhere" so we can throw that concept out the window. "High End" doesnt meant any more that its labeled wattage rating. The fact remains that while it may be plausible to run the GPU with less than the manufacturers recommended specifications, if he is having problems directly related to a lack of power, he should start troubleshooting with the system deficiencies first

But what about everything else? He isnt only powering a gpu..

I know is not a lack of power because it ran on my old pc with an Antec EarthWatts Green EA-380D. It also can run my old GPU (the MSI 465 GTX) which is way more power consuming than this.

That makes sense, still learning a few things:) and i wish not to stray from the topic as much but even in that case he would still want a bit more power correct? just to have some room to breathe?

I re-read the OP, you said you tried different slots/ power cables. Was that in a completely different machine?
