Protecting permission editing on a text file

So I'm wondering is there a way to have a text file editable only by certain local users? In other words, if I were to open the file in another computer via flash drive, is there a way to prevent someone from changing both the file contents and (especially) its permissions?

Well, I'm only trying to affect 1 file -- I need other files to remain read/write capable.


Can you give me an example of such a tool?

Hi,

When you finish creating document in Word 2010 for example just click on File tab, and click on Info if not automatically opened and then click Permissions. There you can set type of editing, reading, password protection and so on. All 2010 Office tools will perform in same way.

Want I want to do is protect a single .txt file which contains the interface menu for a USB bootable program I am working with. I've tried encrypting it (not sure what the specific effects of encryption are on other computers' Administrators who are looking to edit it), but it makes it unreadable by the bootup/MBR program. It also must be a .txt file in order for the program to recognize it.
