Upload slow on ONE computer.. tricky

Alright so I'll try to describe my problem in detail.
And before I do, I'll tell you that I've been searching about this problem for around 2 weeks without any success... that's why I finally ask you all to find the solution... so here it goes:

I've got a 200mbps down/100mbps up fiber connection at home. When I do a speedtest I get around 192mbps down which is more then enough. However my problem lies around my upload speed, but only on ONE computer.

I've tried my connection with several computers for example:
Macbook wired: got about 192/94 with speedtest.
Macbook wireless: got about 190/88 with speedtest.
Acer Iconia Tab W500: wired 95/90 (only has a 100mbps NIC)
Acer Iconia Tab W500: wireless 94/85 (only has a 100mbps NIC)
HP Pavilion DvXXXX: wired 95/91 (only has a 100mbps NIC)
HP Pavilion DvXXXX: wireless 93/87 (only has a 100mbps NIC)
Main computer: wired 192/25-40 <- The problem.

OS on the computers:
Macbook - Latest OS
Acer Iconia Tab W500 - Windows 8
HP Pavilion - Windows 7 Ultimate

As described I've tried with several computers which all successfully gets a good upload speed, all but my main computer.

Some specifications about my main computer:
OS: Windows 7 Ultimate x64 Service Pack 1
Motherboard: ASRock z68 Extreme4 Gen3
Processor: Intel i5 3570k (not clocked)
Graphic Card: AMD Radeon HD 7870
NIC: Intel Gigabit Network Card/Onboard Broadcom gigabit NIC

What I've done to try to solve my problem:
Plugged directly into the computer without a router (No difference, as all other computers reach good upload within the router).
Switched network cables, Bought new cables, tried with both Cat6 and Cat5e.
Bought a new Intel Gigabit Network Card (same results as onboard network card)
Uninstalled old drivers, Installed new drivers (tried with both old and latest, same results)
Disabled/Enabled RDC in windows functions
Disabled/Enabled QoS on the NIC settings
Disabled/Enabled ipv6 on the NIC settings
Reinstalled Windows 7 Ultimate (Same results)
Installed Ubuntu Partition (Didnt do any configurations and speedtest showed 193/90..!)
Tried changing several settings in regedit (without any positive changes)

NIC duplex settings:
Auto Negotiate = Standard Results (190+Download/25-40Upload)
1Gigabit/Full Dubplex = Lower result/same result as above
100mbps/Full Dubplex = Lower results both Download/Upload
100mbps/Half Dubplex = 60-70Download/75-85Upload
Other duplex settings didn't do anything good.

I've probably tried some other settings aswell, but it's hard to remember everything... I'm above moderately skilled with computers and probably above average at networks... But this problem just cant seem to be solved...

So my conclusion after all the testing is that there's something inside WINDOWS 7 that blocks my upload connection... as Ubuntu worked more then fine without any configurations.

Also to add, I've done some 1GB file upload testing on several sites,
With main computer it seems it cant really send any files fast at all.
With the others I can upload the file at 10-12mb/sec
I've tried to download and upload legal torrents to see the difference.
On my Acer Iconia Tab W500 I've uploaded at full speed, and with main computer the very SAME torrent it wont upload fast or even at all...

So I might have forgot some important information, but if you think you can help me, please dont hesitate to ask for further information.

Anyone got a clue on how to solve this?

I could add that I've now installed a fresh copy of Windows 8 Pro. Didnt do any difference...
Still strange thing is if I do auto negotiate/1gbit dubplex I have 191down/25-30up
If I switch to 100mbps/half duplex I get around 65down/85up...

With 100mbps/half duplex I can send files to my mates ftp at around 11mb/s
With autonegotiate/ gigabit dubplex, I'm happy if I go above 1mb/s....

I'm having a similar problem with my Windows 7 machine that I recently built. Running with an Asrock Z77 Pro4 board. Should be getting 25 Mbps upload, but only getting around 4 Mbps.

Any help would be appreciated!

Seeing as you have tried just about everything that I would normally recommend, try disabling WMI.

It should be in services as windows management instrumentation service. I've had this issue in the past, however the connection was not nearly as good so I am not sure if it will have the same results, also disable windows firewall if it hasnt been tried.

I disabled windows firewall as one of the first things I tried, didnt do anything good.
I've also disabled/enabled WMI previous and tried it now again, doesnt do anything good either...

I am getting to think that this has something to do with Windows 7/8 combined with the ASRock motherboards, but I am not 100% sure yet... I dont have another motherboard to try with so I can say...
But I did search alot on the internet, and more and more I see people with similar problem having the ASRock motherboard...
Shouldnt be the problem thou, becouse I have an Intel PCI network card aswell....

I also suspect the ASRock motherboard, but how can that be? Asrock + Windows 7/8 should be such a popular combination that there should be many others with this problem, yet I have not found a solution. I disabled WMI previously as well and it did not help.

I've bought a new ASUS motherboard, I will install it tomorrow and see if that makes any difference.
I will update my post and tell you the results. This will conclude wether it's the ASRock motherboard or not.

Here's an update:

I just switched from Optimum Online to FiOS, and it seems the problem resolved itself (as per speedtest.net). No idea why...but just wanted to let you know!
