PC won't load windows 7

I had a problem loading my windows 7 on my PC. It only shows blank screen where normally the windows logo should appear. I tried reconnecting HDD cord and several resets but still it won't work.

So, I tried another solution. I tried reformatting my hard drive to check if it is damaged, and luckily it still worked. But after installing the driver(AMD catalyst) for my video card, there is the problem again. Windows just won't load again.

I've been using my PC for about 2 years now and its my first time to encounter this problem. So, is it on my hard drive? or is there anything I can still do about it? because I can still format and install windows on it so I believe it is working. I'm just confused when I started to install AMD driver, my OS just won't load. Any help?
 
Does this happen when you are trying to install Windows or after the install is complete and you are updating drivers? It sounds like the latter. There are a few things you should do after the "basics" of Windows have been installed:
1) Install all Windows updates.
2) Install the most current version of drivers for your motherboard.
3) Install the most current version of drivers for your GPU.
4) Install other drivers to the most current version.
5) Install Anti-Virus/Malware software

The mobo driver updates should always go before the GPU.

Here's my specs sir:
mobo - Biostar TA890GXB HD
GPU - Sapphire HD5670
HDD - 1x Seagate baracuda7200.12 500GB

When I got it formatted, I only formatted the 1st partition(for my OS and drivers) and I leave the 2nd as it is, because I don't want to be installing all my games and update it again.

Here's what I just did right now, I got it system restored, so I was able to load windows again. I still have the CD for my mobo. So, after installing drivers for the mobo (LAN, Network, Audio, didn't include AMD catalyst), I got it restarted and windows just won't work again. Now I think it's not just the AMD driver.

I still have my CD's in me for the drivers. Just after installing the drivers, I will have to reboot so drivers will take effect. In the reboot process, the problem occurs again, windows just won't load.
