My PC I built many many years ago crapped out on me. It needs a new motherboard, but all new motherboards aren't even compatible with my old CPU and RAM.

Therefore I have decided to just build a new PC altogether.

I already have the case, it is an Xion XON-72P with 300w PSU and only supports Micro/Mini ATX.
I also have DVR + Hard Drive

All I will be using the PC for is browsing the web, very light photoshopping, and saving movies and watching them on my TV (which is why I would like HDMI).

Should I just go with the cheapest products I can find on newegg that meet these requirements? Or is there a big difference between AMD/Intel, different types of RAM, etc.?

All I need are Mobo, CPU, RAM. I don't even really want a Graphics Card.

Photoshop is going to be your biggest utilization of the hardware. If you aren't doing a lot of Photoshop, where are a couple of recommendations:

Intel Build - http://pcpartpicker.com/p/OENv

If your budget permits another $120 - the Core I-5 will give you a big performance boost.

If you want, I can recommend another build with an AMD processor - it could get the bottom line down to about $200 ($242 now).

Your PSU might work - you might need to get a new one to support the motherboard.

This is a PSU I use a lot.
