Need urgent assistance with failed reset

Hi

Long story short, did a reset with the option to delete everything on a Dell Inspiron 3520. At about 59% the power failed (yes, I had it plugged to the wall but the electrical board went down) and now when I boot the laptop it keeps going in an endless loop of "preparing repair" -> "diagnosing pc". It doesn't do anything else nor it gives me any boot options. I can't even access the boot menu to go to the BIOS... I mean, what the hell?!

What can I do?
 
Lets not go to... even if power failed.. why did the battery not protect you from going into an uncontrolled shutdown?

You must/should be able go to BIOS..its the first thing..before the OS - so even if your OS is messed up - you must be able get into BIOS..
So cant you "reset" again?.. and by "reset" I assume you mean you go the to recovery mode and do a complete reinstall of the OS? that should be doable?

If I have misunderstood.. can you be a bit more specific?.. less of the emotive language.. and more of the useful facts please :)

Facts?

-Laptop was without its battery and plugged only to the electrical socket.
-In fact I can access BIOS by the F12 context menu, my bad there.
-I'm absolutely new to Windows 8, but if I read correctly you can only reset the system using... Windows 8 menus?
-I don't have a recovery USB or DVD available.
-PC isn't mine.
-I'm freaking out here.

It's hard not to act emotional when someone else's PC is acting like this on your hands. ;)

You need check the recovery option for your machine.. Dell have a recovery partition to reinstall the OS to factory settings
it is initiated from BIOS (Perhaps F11 as the machine goes through BIOS checks).. Here is some info.. but check the manual/specifics for your machine

Be warned.. this process will reset to factory settings and you will lose ALL personal data on the drive.

Let's leave arguments about stupidity aside shall we? That doesn't solve my problem.

Anyway, I've spent the last two hours reading, so I didn't just come here without trying everything. F12 boots into a context menu to access BIOS/Diagnostics/Secure Boot options, CTRL+F11 does nothing, F2 accesses BIOS directly, F8/F10 also do nothing. So... unless there's another way to start up the Dell Recovery Partition...

The manual that comes with the case isn't actually a manual, it's only a barebones flyer telling you how to start up the PC, which is pretty baffling.
