Built custom computer but can't get a display and computer doesn't seem to boot

Typical story of building my own computer, after putting it together, everything seeming turns on but there is no display on the computer and it does not seem to boot. I used the 4 pin speaker cable to try to figure out what the problem was using the beeps. The beeps were continues and ,from what I gathered, there was a problem with the memory. I tried replacing the memory and using different slots but the computer still won't boot and I still get the same continuous short beeps. I'm starting to think it's a problem with a motherboard since it was areally cheap one (Biostar A960G+). Can anyone give me any insight on what could be the problem?

Processor: AMD Athlon II X2 270 Regor 3.4GHz
Motherboard: Biostar A960G+
Power Supply: Thermal Master 500w (was going to replace this later on since it came with the case)
RAM: Crucial 4GB DDR3-1333 (PC3-10600)
Hard Drive: Toshiba 500GB 7,200 RPM SATA 6.0Gb/s 3.5" Internal Desktop Hard Drive
Ask me if there's anything else I should list. Also, the beeps emitted are short and continuous and it's the same sound with and without the RAM plugged in.

Well Crucial is not in the list of supported memory for that board, but that rarely is an issue. Since there is on board video the only thing I can think of is to clear the cmos. Do you feel confident the cpu was seated properly? (I know its pretty obvious if it wasn't) Try clearing the cmos then starting without the memory installed, sometimes this will allow you to enter bios. If not install both sticks of RAM since they are dual channel, if that doesn't help let me know I'll continue looking into it.

Tried it with both sticks and still nothing. The motherboard speaker emitted the same short continuous short beeps. I'm starting to think that it's a problem with the motherboard not reading any memory.
