Gpu and Cpu Throttling.

I recently purchased a second 7950. The first thing i did (after I turned on crossfire of course) was run furmark to see if it was stable, so i tried to launch furmark but it kept crashing before it could initialize. So i though maybe its just compatibility issues so i used MSI Kombuster instead.Except it wouldn't launch either. So did a fresh driver install with the new 12.11 CF caps , ran Furmark and found out that my gpus were throttling between 850mhz and 510 (They should be at 925) and my gpu usage was bouncing around . Both cards were doing that. So i took out each gpu and tested them just to find that they were both throttling.

I was also experiencing artifacts and freezing while testing my card out on games. This should be a sign that my Power supply isn't powerful enough. My power supply should be more than able to run dual 7950's though. I also backed off on the stock O.C down to about 800Mhz core and 1150 Mem. This did nothing either. The fact that they both throttle when under load makes me think its a driver issue somewhere. I have done fresh installs though on all of the drivers.

So I'm beginning to think its between my motherboard and my PSU. My power supply has 4 12v rails and is rated at 750w. My motherboard has a ghetto 4+1 power phase design with a very limited heatsink cooling the Mosfets which does get very hot. I also am encountering a lot of freezing with this setup. It might be the fact that windows 8 is a buggy piece of junk or that I should just stop trying to upgrade my PC. :(
