New Build PC - PC Fires up but then restarts - HELP!

Hi all,

Ive built a few systems in the past but this has me stumped. Im not an overly experienced PC builder but I know generally what to do.

I've built a pc for a friend, everything looks fine, but upon turning on the pc, all the fans spin, the HDD spins up, but before coming to screen, the pc restarts!

Any advice, please?

The above are the components I have. I have tried the system without the graphics card, and it still does the same. I have removed all memory and still the same. The system powers up for about 8-10 seconds, then about 3 seconds after the Corsair H80i pump light switches on, the system powers off and restarts.

I've also just taken the Corsair pump off from the CPU and checked, there is a perfectly even amount of thermal paste on both the CPU and the pump. This has me stumped. Im thinking CPU or Mobo as the pc is doing the same thing with no Graphics card or RAM installed?

I've just taken the mobo out of the case, and tried running the mobo, CPU, corsair CPU cooler, ram and a monitor, but to no avail, still the same problem! So presume its a faulty Mobo or CPU?
