If you have this motherboard, please help me!

The CPU part has a plastic covering, is that supposed to be there, I broke it off thinking its a type of protection and I think thats why it does not work... I am getting a replacement and to prevent a mistake like that again, I need to know if I am supposed to remove it.
I look at the manual and it doesnt say anything about removing it but its kinda weird having plastic at the CPU socket, I am thinking it would melt thus I removed it thus it doesnt work?
