1920x1080 isn't really 1920x1080

I'm using the Sapphire Radeon HD 6870 graphics card right now and it has been great since late 2012.

Earlier this morning however, power in my basement was cut and it caused my computer to reboot and then everything went to shit. Note that this hasn't happened before whenever I was forced to unexpectedly reboot.

What I was left with was the same settings in all Catalyst Control Center but the resolution of the screen was just plain wrong. As in, it's obviously not 1920x1080 and I don't know how to fix it. Here are pictures of the issue

The differences are quite clear. Anyone know a quick fix?
 
Solution
I would check if "make text and other items larger or smaller" is at the Smaller "100%" default setting. If that isn't the problem, then I would reinstall drivers.

Moderately sure the control panel settings just got messed up.

Go to start menu -> control panel -> Appearance and Personalization -> Adjust Screen Resolution under Display -> Change dropdown to 1920 x 1080
