How to overclock a CPU

it depends on the model, your board, etc. too many factors, and with identical specs, 2 computers will most likely have different oc limit, not 2 hardwares are completely alike.

and LUCK plays a part in these, so

if you dont know how to, i suggest you read tutorials (too long to tell you here), watch youtube or something

Yup, this.

How far a CPU will overclock (especially to the lofty goal of 5.4Ghz) will come down to how good of a chip you get. Some chips are just low quality and overclock like a pig, some are amazing and barely need more voltage. This isn't even comparing across different models, you can have two of the same chip and one can overclock further than the other just because its a better.

The only chip I know that will go to ~5.4+ GHz, is the FX8350, and it requires H100i cooling to keep it cool...I have seen the FX8350 OC'ed to 5.6 GHz...if you want to read about his overclock go to overclock.net and look at the FX8320/8350 owner's club forum.

You're talking $190 for CPU + $230 for Asus Crosshair V Formula Z mobo + ~$150 for H100i cooling + $30 for fans to get push/pull on radiator + well ventilated case + $50 for maximum fans for case + $100 high end modular PSU+++

That's honestly a $1700-1800 AMD build...and while, yes, it is very impressive...it's a LOT of money shilled out to hit a number..."because you can"...
