PC won't post after shutdown, faulty mobo?

A few weeks back I had replaced my video card because the other had burnt out, it was under warranty so they sent me the same one (radeon 6800 HD) and a week after that when ever I would manually shutdown my pc it wouldn't start back up for a few hours, this happened again 2 days ago except this time It won't start at all. This issue never happened before and I bought it new in Feb 2012.

If I get it running it runs fine, can play anything as normal, I can restart and hit the reset button without problems, I'm wondering what could be the cause of this, I highly doubt it's my psu(xtreme gear 850w atx) because when I try the paperclip trick (not foolproof I know) it'll start and spin the fans. I tried swapping the reset and power switches on the mobo in case there might have been a bad connection or something but that didn't do it either.

I've had the mobo (As Rock z68 extreme4 gen3) replaced about 6 months ago because there was a power surge from a storm which blew my psu, so they replaced that just in case. The only noticeable thing I can see is my 24pin connector is missing 1 pin but I'm not sure that would cause this, any help from you tech gods would be greatly appreciated :) thanks in advance and sorry for the wall of text.

you post that your first graphic card burn do you see any sign of burn on the motherboard if the system been overvolt by psu then you will have to check all your parts in another working system statting with graphic card then memory stick that will leave you with the motherboard cpu and psu .i use this to check system voltage and temp http://www.hwinfo.com/
