upgrading GPU from x1950 pro to gt630

My system below ( I am currently building a new one) I would like to upgrade the video card but don't wan't to spend a lot of $$$$, the powercolor, is Dirextx 9 and although it works it seems as though it does not have all the functions? I am just upgrading to Direct X 11 nothing major as it will be just a bach up pc.

Is it better to have 1 high end GPU or a GTX680 or 2 x GTX 650 Ti

It is much better to have a single powerful GPU rather than 2 mid range cards in SLI or crossfire. The gt 630 and the x1950 pro are about the same in performance, so it's not really an upgrade other than the fact that the gt 630 uses less power and runs directx 11, but keep in mind that it does not run directx 11 very well.
