Ram stuck at 1000mhz

Well ever since I had built this pc (about 5 months ago) I've been having just one issue, Ram speeds. The Ram likes to default to 1000 when its rated to run at 2000, which the defaulting is understandable but here is where the problem starts.

If I enable XMP it fails to boot. If I manually set it at 2000 it fails to boot. The highest I can get it to boot at is 1600, but then its highly unstable and bsods just by opening any program. I've played with the VTT a little, but it doesn't seem to help at all.

I have ran memtest86 and it shows no errors. I have tried everything I can think of, but to no avail, so I decided to see if anyone here maybe has a similar set up or any ideas to fix this issue, Thanks.

You sure? CPU-Z will say 1000MHz but that's because is Double Data Rate, so 2x1000MHz = 2000MHz. As for stability, make sure you have all the timings set according to specs. 9-10-9-27, and your DRAM voltage needs to be at 1.65v, according to specs. You can't rely on XMP profiles for high end RAM. Re-check your settings, set the 9-10-9-27 and since you have a boss motherboard you should be fine with AUTO on all the sub-timings. Also you can try updating the BIOS on your motherboard if you haven't already. But I suspect the problem is the voltage.

Yes, CPUZ reports 500 which is 1000, and the timings are set to 9-10-9-27 with the voltage set at 1.65v. Sorry, I forgot to mention that in the main post.

Oddly enough I had a different motherboard before this one, an EVGA Z77 FTW and never could get the ram to run at the right speeds either on that one, Not to mention I couldn't even oc my cpu or it would fail to boot which is among other reasons why I don't have it now...
