I have an old computer with Windows 7 64-Bit on it. I just finished building a new computer (with the help of some of you guys on this forum). I want Windows 8 on that one. Could I simply upgrade the old computer's Windows 7 and download an ISO and clean install Windows 8 on my new computer?

Yeah, you can upgrade. Clean install is only compulsory when switching from 32 bit to 64 bit.
