Motherboard Problems & Or PSU

Pretty new to this site but as a place to start Ill post my build

Intel Pentium G630 / 2.7 GHz Dual-Core
8 GB RAM
HD Radeon 7770 (HIS)
500w Corsair CX PSU
Intel B75 Express

( If Iv'e forgotten anything above please leave it in the comments. Im pretty new to the building scene! )

So as above I'm pretty sure my computer resides with a faulty mobo. I believe this because I got my GPU and PSU yesterday in the mail. I hooked them both up with a case less rig. Originally my PC was a Dell Inspirion 660s that I got for Christmas and I'm pretty much making a gaming rig but that's besides the point. So after hooking them all up I turned on the PC and it worked. I installed all the software for the CPU, restarted it and did a few other things setting it up. Did one final restart and it never came back on after that. Now to my reason with the mobo not working. The new 500w PSU I have works with a paperclip test, BUT it also doesn't work with my old computer ( Acer Aspire ( Desktop ) ) So to my judgement I just wanna go ahead and believe that the mobo is fried but at the same time the PSU isn't compatible with the old computer? I really need help as to why this is going on.

And if it turns out to be the motherboard ( which I'm most definitely sure it is, please link a good LGA 1155 Socket mobo for around 50-70$ )

The Aspires PSU actually wont work with the new build as I need at least 450w alone for my GPU and as for a DVM, No I do not own one. All I'm going off of by saying the PSU works is that the fan is turning on and anything else hooked up to it actually works as well. i.e. Heatsink
 
300W is more than enough. You don't need to run games or run the system at 100% load to see if it boots or not. I always use an old PSU with a 20-pin power cable and 4-pin CPU cable for that type of test.

Would that really be necessary though considering the new PSU for the build doesn't work NOR the old one it came with? This is why I think its a motherboard issue...
