Motherboard and/or PSU Help! (May be dead or shorted?)

So I am building a PC for the first time and I am using some leftover parts from the previous rig.

Specs: (The following are all new.)
Case: Cooler Master Storm Enforcer
Motherboard: ASRock Z77 Extreme 4
CPU: Intel i5-3570k

Video Card: Gigabyte GTX 560 2GB
Also, 1xDVD drive, and 3 HDD's (2x250GB and 1x100GB).

I have already assembled everything and the power supply cables appear to be in all the major connections (the big 20-24 pin for the motherboard, the 4-8 pin CPU connector, and the 6 pin connector to the GPU).

My problem and question is: Why does my computer not power up at all? The motherboard does not even light up, make a sound, or anything remotely close to powering up. Nothing is working, not even the fans. I can't tell whether my motherboard was DOA, my Power Supply is not strong enough or dead, or if I somehow short-circuited the motherboard.

I looked at tutorials on how to connect everything, and I did everything right, but nothing is working... Please help!

Among those possibilities, it is either a short, or the power button wires are not connected properly to the board front panel connector. I used the user's manual for the ASRock motherboard, though. Maybe someone can help me with telling me exactly how to setup those single-pin or 2-pin connectors to the front panel connectors? http://download.asrock.com/manual/Z77%20Extreme4.pdf The front panel connector info is on page 38 I believe. I am pretty sure I did the PLED and HDLED connections correctly. I am not too sure if I made the right connections with the PWRBTN# and RESET# (I don't know what the GND or dummy connectors are for).

EDIT: Okay, so jnkweaver posted something that gave me an idea... I think I shorted the motherboard. :( I forgot to take off the excess standoffs when I put everything together and tried to power it on. It didn't work, so I took everything apart, and started over a second time (this time, I removed the extra standoffs). I assume that is the problem (since the power supply was working immediately before I switched it to the new case).

So my new question is, how do I deal with a shorted motherboard? Is it not possible to repair unless with technical skills? If it is possible without technical experience, how do I go about fixing it? If it does require some expert to deal with it, how much would it normally cost? I don't think me shorting the motherboard is covered under the motherboard's warranty... is it?

EDIT2: What if the PSU was indeed faulty? I mean... there was absolutely no sign of power going through the rig at all. Even at the first attempt to boot, the power switches and all were on, pressed the power button, and nothing happened. No sound of fans or fizzling, no smell of smoke, and no visual signs like the LED lights on the board. Or perhaps, the motherboard was dead on arrival? Gah, I might have to take it to an electronics specialist since I don't want to cause more damage.
