what is better PC3-17000 (2133MHz) at 11-11-11-30 or DDR3 1600 (PC3 12800) 9-9-9-27

Timing is lower the better?

Really depends on your cpu. Some cpu's like the AMD A series APU's like higher speed over tighter timings, the FX AMD cpu's run better around 1866 with tighter timings if possible, the AMD X4 and X6's like around 1600 with tighter timings. On the Intel side I believe the Sandy Bridge and Ivy Bridges like higher ram speed over tighter timings if possible.
