cpu not getting enough power

recently my cpu hasn't been getting enough power. I upgraded to a newer processor (AMD Phenom II X4 965 Black Ed) which should be running at 125 watts but core temp says it's at 123. Not only this my core speeds change on both core temp and the task manager. They bounce from 803 MHz to the proper 3.4GHz. When I play games (SC2, TF2, Civ V) my computer heats up really fast and my CPU maxes out really fast. My old 2.4 processor handled these games better (that was before all of this started happening). Any idea what might be causing this? Could it be the PSU? It tends to get fairly warm when the processor does. It only has a 4 pin connector for the CPU power but I was told that would be fine even though my mobo wants 8. Any ideas?

Sorry to say, but your PSU is crap. Upgrade imediately.

16A on 12V rail and they call that 550W PSU? It's like 192W available at max. So your CPU + 9800Gt for example is doomed do fail.

What kind of video card do you have?

I have a Codegen 550W. Bignastyid, it heats up way too quickly under load and peaks way too easily. My old processor (a 2.8) handled the load better before all of this nonsense started than what my new processor now is.
