Cannot get display to work on graphics card.

Graphics card: AMD Radeon HD 7850
OS: Windows 8

When I boot computer while connected to graphics card, the system boots with distorted coloring up to the windows loading screen, then goes black. The fans continue to run, and the screen is on, but black.

Booting the computer using the mobo video input works just fine while the graphics card is not connected.

I have tried disabling the display drivers for the mobo video card to see if that would resolve the problem with no success.

I have also tried going into BIOS and setting the Init display first to the PCI Express slot where the graphics card is connected, with no change in results.

I am honestly stumped at this point, any help would be GREATLY appreciated!

Yes, the PCI Express power connector is plugged into the card and the power source.

I have tried the DVI to DVI connection between the card and monitor, as well as using a DVI to VGA converter, both with the same resulting distorted image and eventual black screen.
I just tried using a different monitor, the same distorted images and black screen appeared, but this time it showed a screen saying the system did not restart properly, which I then was able to get it to boot into safe mode. From here I went to device manager and was able to update the drivers for the video card, hoping this might solve the problem. I restarted the computer from there and it just went back to the original problem.
