Android app regarding VNC (to control PC and play pc games)

I recently built a very powerful gaming computer and im in the market for a new smart phone (I'm currently looking at the soon to be galaxy s4).

My question:

Is there an App to have 100% control over my PC via my smartphone. The reason I ask this is because I'd like the ability to access games on my computer that my smartphone couldn't run (MMORPG games like WOW or anything really). I Just want the ability to access the computer remotely and open/monitor games that run/are running on my desktop computer.

There are many other reasons besides pc gaming as to why I would like this app.

I've seen several VNC applications available, but they all seem to be limited in their access and very laggy.

The core function of VNC is to transfer the screen content to another device - pixel by pixel. If it's laggy, it's either the slow network connection or the high screen resolution. Beside that: you want to play the games with the touch screen? Or connect a mouse and keyboard to the phone?

I see, I dont expect the ability to play a game on my PC at a competitive level using a touch screen. I just want the ability to open and navigate through all games and applications. If all VNC apps support this, then which would you recommend?
