Sorry for the wall of text.

I bought a Sapphire HD 7750 today to replace my old 9500GT. After the swap I installed all the drivers and catalyst control center stuff from the AMD website. When I tested out blacklight: retribution with all the graphic options set to maximum at my native resolution of 1440x900 , i got a framerate in the single digits.(Not surprising.). I kept turning off all the options to find a playable framerate. Even after turning off all the options and setting everything to the bare minimum the game continued to lag. When I set the LOD of everything at medium , while walking straight in multiplayer FRAPS showed the framerate in the 40's but the second I turn my head in the game , the framerate drops to the single digits and the screen freezes for around 200 milliseconds. The same thing happened in the solo training part , but the effect wasn't quite as pronounced.Somehow this card manages to be worse than my 9500GT at the lowest settings which at the very least gave me playable framerates with a few hiccups here and there.I installed the beta drivers from AMD's site , so there might be something going on with that. The same thing in Team Fortress 2 happened , a lot more lag than my previous card with slightly higher settings.

My Specs-:
CPU-: Core 2 duo E8400@3.00Ghz.(CPU bottleneck perhaps, though the fact that its doing worse than my previous card means that its not likely.)
RAM-:4GB DDR2 RAM.
MOBO-: Generic INTEL DG31PR.
PCIE v 1.1

dude op has hd 7750,not hd 7970.i agree core 2 duo will not perform such great but,not that bad what you think.
e8400 with hd 7750 can handle most games fine with good fps and settings.first see op is getting lower fps than his old gt 9500 lol.op is playing blacklight: retribution in which core2 duo meets requirements

Yes , I uninstalled the driver , then removed the card , booted up in safe mode and ran driver fusion and removed all the remaining registry entries apart from a few because I didn't have the premium version.

But now that you mention drivers , I remember that I first downloaded the drivers from Sapphire's website and installed all of them. Before rebooting I visited AMD's website and saw that Sapphire's drivers were old , so I downloaded all of them from AMD and installed them and rebooted.

I am also using an adapter from DVI-I to VGA.

I am also seeing some innocuous artifact like flickering on the taskbar only when I launch google chrome. Also Chrome seems to be crashing a lot now.

I would recommend never using driver sweeper. Alway follow the method on overclock.net on how to manually delete all the amd driver stuff. Last time I used driver sweeper Windows wouldn't boot and I got to reinstall. If you run kombustor or another gpu benchmark do you see artifacting?

Do you even know what bottleneck means ? its if you pair a hi end gpu to a low end cpu. thats clearly not the case here. so the issue is not cpu bottleneck.OP must first try more games so that we have a clear picture of what's going on

Well , I guess I will try reinstalling windows as a last ditch effort.(OH! The horror!).
BTW what is the usual score for a HD 7750 on furmark's 720p benchmark.I got something around 560 and I have a feeling its a little low.

And to all those saying that my CPU is bottlenecking my GPU you should check out toms CPU hierarchy chart. You will find that it is ranked on par with AMD's phenom || X4 955.Also games are running worse than they did on MY OLD 9500GT. How does a bottleneck make sense?

The games I tried are -:
Blacklight Retribution.
Team Fortress 2.
Fallout 3.

Everyone faces bottleneck.it is better to stop using that word 'bottleneck" as it is "Overused term" Nowadays

Solution
I had a core 2 duo with a 260m and I know that cpu was a big bottleneck. In most games it wouldn't matter if I put the video settings on low or high the fps would be the same. That was definitely a bottleneck. This is the last reply I make: OP it is a cpu bottleneck. Watch the cpu usage and you will see it getting maxed out at 100%. Your gpu usage will also be under 100% because the cpu can't keep up.

Even its bottleneck, just think how can anyone get single digit fps eg - 5,6 or less than 10 in moderate(not much demanding game)????

may be nvidia drivers files in registry can be the cause as drivers doesnot completly uninstalls as traces of files remains in pc

yes you are right, core 2 duo will not perform so good in cpu bound games no doubt there.

i am just saying that see op's situation - he is playing blacklight game which is not cpu intensive game,he should get good fps with high settings at his resolution.if he get single digit fps then it is clear it is not the issue of bottleneck and what he said he was getting more fps with his old 9500gt than hd 7750.

AHHHHHHH!!!! F*** THIS! Even after reinstalling windows , this card is somehow doing worse than my 9500gt at lower settings. Hopefully I can return this card. Thanks for your replies. I am never going back to AMD or sapphire after this.
