constant Lag windows 7 64 bit

i already metioned i used internet explorer and i get the same lags using it while scrolling the pages ...doing random simple things like on facebook or tumblr ...

since i reinstaled windows 7 x64 the other day i had about 130 updates downloaded and instaled ...it was having the same lags before so those are not a problem ...my motherboard is MSI G41M-P28 ...and the lags are purely videolike like jumping from 30 fps at about 3-4 in about 2 seconds while scrolling a page that contains alot of details ...facebook for example brings my processor at 100% in about 2 scrolls ..then some lag starts ...but no sound lag yet ...had a bit of that before i instaled windows ...when i opened a program and it took about 10 to load ...in witch time my pc was frozen ...pointer and all ....i know chrome has some issues on other computers but it worked perfectly until 10 days ago ....it must be something else

nevermind browsers ....already installed firefox and its the same ....and i lag even more when using skype ..i mean i almoust can't browse the internet at all ....so chrome , firefox and IE are give me 100% processor usage while browsing ....thank you for trying to help but instaling another browser won't change anything ...that is not the issue here

after instaling a fresh copy of windows ....really now ?

i was already having this problem before instaling windows ...and still had it when i started instaling programs and stuff on my fresh copy of windows ...

my psu Inter-Tech Energon 550W ...i have no other motherboards to experiment with ...i mean to be honest right now the computer is running so smooth ..but as soon as i strating browsing the internet it goes wild on me ...same with skype as ive tried diferent programs to see how it reacts ...and about that trouble shooting , i ve already posted information using latencyMon ...i belive it specifies that my procesor dosent work on full speed only 2200 mgh instead of 2800 like it should ...strangely enough the programs that use most of my cpu are internet related ...unlike a full hd movie or something similar like a game...i tried switching some cpu options in bios ...nothing changed

ok so first of all as ive said before ..all of my components were brand new ...even if they are a little bit outdated , this psu cheeking is really imposible and un necesary as this psu is working right now and im using it ....havent found any software that gives trouble shooting for psu-s ....i will test the hdd but i belive its not needed as ive used it for like half an year ...and ive only instaled windows on it for the second time a few days ago

i can't post a damn picture on here ....it keeps telling me i need to valitdate my accout ...even if i already did that using my email and clicking that link ...i had some new info on the way the cpu works at 80% with a particular svchost.exe:930 ...while playing the sound of some crack program i was using for an antimalware software ....my cpu was off the grid ...after i muted the sound it got back to normal ..
