I would use a Hi-ren disc and see if you can run it (it loads a virtual OS in you machine's memory, if the virtual OS remains stable the issue could be software but a bonus to using a Hi-Ren cd or dvd is that you can back up all the files on a hard drive to a flash drive, then you can reload the OS. also of note you can use a linux live CD to preform the same task. and again reload your OS. This Notebook should have come with windows 7 on it and to recover the os threw the recovery partition, boot the machine and press "F8" in the list of options should be a option to repair your OS you can try that and see what happens. Please feel free to give us more information as you go if you are still having trouble.

Norton found that the Toshiba has a very nasty virus called PIHAR/C.version in system root. Cannot cleanse will destroy the computer Back-up and factory recovery recommened by local technician. Can I use Click-free portable back-up hard drive to back-up personal files or will system infect the data already stored? There is a Toshiba Recovery in Safe Mode. Thanks for your answer! What next?

you can but with out knowing what file is the culprit the reinfection is 50/50 but doable now if the system is running fine in safe mode try running a program called Combofix http://www.bleepingcomputer.com/download/combofix/ and run it as an administrator and see ti that helps. if not than back up your data and reaload the OS and after you install your antivirus, scan your onetouch drive. If the drive shows clean begin moving data over.

It probably is the hardware. It now onlyreboots to shutdown .Grandson will take it in on Friday. We don't even power it on, it seems to shut down faster each time. If it were more stable could have used the tools you suggested. Could not even get to safe mode.

I truly am sorry to hear that , but not all is lost as long as the hard drive is still good it will have all of your data on it so don't do anything drastic like say take the laptop skeet shooting.
