Can a 250 Watt Power supply handle Sapphire AMD Radeon HD 6570????

It can handle it but you are cutting it really close and you really should get a better power supply if you don't want problems in the future. According to neweggs PSU calculator you need at least 257 watts for your PC's configuration with the 6570.

so, I am not upgrading my psu and buying a Sapphire amd radeon hd 6570. Is it ok? i don't want blow of my pc components.

you have to see output make sure it has minimum 18a on +12v.

if you have budget then get 400w psu

Buy a 400W PSU or even a 350W if the 400W costs too much. It is always nice to leave yourself some headroom, because as your parts start to age they will begin to use more power (measured in watts) to reach the same clock frequency. If you plan on overclocking then you should definitely invest in a PSU that is able to deliver more power.
