Same FPS with better RAM and VGA card(Is it the CPU)

So I recently bought a Graphics card (depending on my max budget) and 2 GB of Ram and yet FPS is still the same but freezes a bit less than b4 (might me my imagination though)

Specs:( quite old)
HP Compaq dc 7600 Convertible Minitower
CPU: Intel Pentium 4 3.2 GHZ
GPU: ATI Radeon HD 5450 2 GB
RAM: 3.25 GB DDR2 Motherboard
So what's my problem?And why after upgrading RAM and GPU isn't there almost any difference?

What are you playing?

If you're upgrading from an integrated graphics setup, make sure you're not still running on the integrated GPU. Common issue.

yes, a single core pentium 4 is bottle-necking your system.
