TP-LINK TL-WN951N slow and only 130Mbps

I recently got a TP-LINK TL-WN951N and it is really slow, the driver is fully updated. I am using the Atheros driver that windows recommended. And when I open up to see my connection the speed is only at 130Mbps. It cannot be the router because I have tried with different network cards.
 
Solution
Have you looked in the WLAN utility it may provide's settings to see if it's set to n150 instead of n300?

also ensure your router is set to 40mhz mode instead of 20mhz mode.

To do this You would need to go to something like (Please note I've presented the procedure for my router Amped Wireless R20000G, yours may very):
More Settings>2.4Ghz Settings>Basic Settings>there would be a pulldown with "Channel width">Set it to 40Mhz>Apply

is your router a tp link router aswell? is it running on n specs or mixed mode b/g/n? for best performance you need it to be n mode only if all your equipment supports it
