I Think I Fried my PSU. Help Please.

So I just built my first machine in about 15 years. After overcoming a few quirks with the motherboard (memory would only load in B1 and B2), I get everything working properly. I load Windows 7, Office Suite 2010, and two of the CAD programs I use for work. Everything is working fine. I plug in my usb jump drive to drop on some data for the CAD programs and notice the USB3 cable from the front panel to the motherboard is not plugged into the motherboard. So, I plug it in. Bammo! Windows freaks out and the whole machine shuts down. The PSU will not turn back on. I assumed at the time there would be no difference in plugging in a USB cable outside the case as opposed to inside the case but apparently I have proven yet again what happens when we assume. Is the PSU done for? Maybe the motherboard? Maybe graphics card? Maybe all of the above? Remember, all new components here. Specs are listed below:
