I have 200 clients to support. I also have space to support an additional 160 clients. The company deals with banking software. They want 10 dedicated servers for test and development. 2 for quality assurance. I also will need a robust email server, a radius server, an FTP, web, and storage for backup. I need this at a fair price too. What shoud I purchase?

How are you going to support 200 business users when you don't know that the max workload determines the server needs.
No offense but it seems, from this end, that you're in way over your head.

It is true that I am a novice. I have never done this before. I am just working a scenario that I have been given. I understand if you do not want to help me. I thought I would ask anyway. Sorry for any inconvenience. I was just looking for suggestions from the professionals.

It's not that we do not want to help. It's just that this situation is far too large to be answered in here. As it seems, you as a self professed novice, do not even know the right questions to begin ask. And that is NOT a failing on your part...you just don't know.

Standing up a new network, for 200-360 clients in a banking environment, is a non-trivial exercise. If we merely suggested some servers and switches to buy, it would literally be a waste of your company's money. Because it would fail from day one.
And almost certainly open you and the company up to multiple lawsuits when it all went sour.
