I am thinking about buying either a corsair H80 or H100 for a 3570K. I have it right now at 4.4 @1.32 vcore, but to get 4.5 i have to set vcore at least at 1.41 and some times it crashes.
My temps are not bad at 4.5 not passing 78C but if i put water cooling will that allows more stability? or am i able to set a higher vcore? because i think mine is pretty bad, it needs a very high vcore compared to other guys i have seen on the forum.

Water-cooling wont inherently allow you to hit bigger overclocks, better cooling will and whether water-cooling will achieve that, or if its a better option than air depends on what cooling you already have and your budget.
If your looking for sub $100 cooling, then stick to air heatsinks. CLC liquid coolers don't perform any better than equivalent heatsinks, often at a much higher price (The 212 EVO and H60 are both equal in performance, H60 is double the price). Go for something like a Noctua NH-D14, which will perform on par with a H100i.

If you have $150+ to spend, then custom water-cooling becomes an option and will far outperform air heatsinks and CLC water-cooling.

Also be aware that you might just have received a bad chip, that no amount of cooling will allow it to hit a high overclock.

If you have 4.4GHz stable at OK temps its not worth spending money to maybe get 100mhz more. And as stated sort of better cooling allows you to use more voltage because voltage causes higher temps. I honestly don't thin kyou wil notice the difference in any practical way from 4.4GHz even to 4.7-4.8 which if the max you are likely to get safely without extreme cooling
