psu hec cougar 500 watts
160gb seagate
and 1 tb seagate

can i run gtx 650ti on my 775 socket with out conflict or battleneck

No problems, the motherboard has a PCI-E x16 slot, so the card will fit.
Not sure a 'Ti' will be the best fit, though, if the monitor is below 1080 res I'd drop the card down to a non Ti variant or it's likely to be held back by the dual core CPU.

The gtx 650 ti boost will be bottlenecked by the core 2 quad. It wouldn't bottleneck that much if you overclock the cpu

as a rule of thumb one should invest the same amount on the gpu as he has on the cpu ..

I'm running a Q8200 @ 3.4 Ghz
4x2Gb 1066 Mem and SSD
on my Asus maximus II Gene 775 mainboard

As GPU I have MSI GTX570 - overclocked
Crysis 3 and sleeping dogs run fine on High with 4xmsaa (60 Fps @ 1080)
(not very high, then the framerate drops to24-28fps)

So the 650Ti will be an excellent choice!

I do not understand this! Can you tell me what do u mean by
Crysis 3 and sleeping dogs run fine on High with 4xmsaa (60 Fps @ 1080)
(not very high, then the framerate drops to24-28fps)
when does this massive drop in frame happens?? In any case you may not use msaa altogether and rather enable fxaa which is less demanding.. msaa does not contribute much to the overall image quality as much as it requires graphics horsepower.
