Buzzing PSU on load?

PC:
PSU: XFX PRO 850w Modular
CPU: FX8350 4.0ghz
GPU: Sapphire 7970 3gb OC vapour-x
RAM: 4 modules (2GB x 4)
MB: AsRock Fatal1ty 990FX
HDD's: 1TB and 500gb not sure what speeds.
Fans: 2 x 140mm LED's; 2 x 120mm standard (includes fan for H40)
CPU is cooled by H40
1 x CD/DVD-RW
1 x TP-LINK PCI card

So the issue is I get a buzzing sound from my psu, its definitely coming from there, I tilted my pc on its side and listened to the bottom where the fan is pointing. I thought it was my gpu since that happened before but its not this time. This buzzing sound only appears when I play demanding games such as Battle field 3 and Far cry 3 etc.. you get the idea. I seem to have problems with fps on FC3, with any settings the fps is capped about 30-40 its really odd. On BF3 any settings its capped at 61.5, these are the only two games so far that have showed this. Is there a fix or shall I RMA the PSU? Im also pretty sure the PSU has enough power to cope, i checked that before hand.

you have to rma it's defective, call your retailer.

I thought so! Is it affecting GPU performance and FPS though some how?

If it is not providing the proper voltages and amperages as specified, it could affect the operation of the video card..

Maybe so, im looking at getting a new PSU and RMAing this one, I may get the same brand though not too sure on that or what power to get? I also intend to add a liquid cooling system so im looking at getting the AX860, i was looking at 1050watt psu earlier but i think thats way more than enough power.
