How to secure Loose wires in Custom pc?

Hey guys, please see attached pics, whoever put this unit together did a terrible job of securing things. I am wondering about 2 things now, if you look at pics 1 and 2 you will notice the leads are from the 2 disabled fans mounted on the back of the unit and I am wondering why those 2 fans are disabled? Pic 3 are open wires which are coming from the front panel which I am thinking are the USB leads since the front USB ports are not working? Should I use Electrical tape to cover all wire connectors and cable ties to secure the wires to either the casing or tie together with the other wires from the PSU please?

Thanks! I don't have those but I can use garbage bag twisters to tie the wires together? The electrical tape usage was only to wrap around the USB wires end connectors so they won't make contact with the metal casing?

No need to wrap the ends of the connectors and yes you should be good to go with bag ties.

Do you have open fan headers on the motherboard to connect the fans to? If not, can get an adapter to run at full blast from a molex connector or get a $25 fan controller.

Can you see any reason why the front USBs shouldn't be connected?

Zip ties are fantastic for this. They come in all sizes and colors too. Don't be afraid to zip them to anything available on the case like an unused screw hole.

I have also twisted cables before to make them run tighter. Sometimes you can't get floppy cables to lay the right way, so a few twists can really set them firmly where you want them.

Also, I connected the System fan with the 3-pin connector to the Mobo, the fan doesn't spin, by looking at the wires interconnecting both fans I am guessing it was done this way to have both fans run? If so, I don't know where to plug the end P3 power connector [Molex]?
