I would suggest getting the Cooler Master Hyper 212 EVO. It's on sale at Newegg for $30 right now.

It is not the absolute best air cooler, but certainly offers great performance for the money. Depending on the chip and ambient temps, you may or may not get to 4GHz. However, I think that's a better option than spending $70 on a cooler for a $80 CPU.

There really isn't anything great in the $70 price range. You would need to move up to $80-90 to get a Noctua or Phanteks in order to do much better.

even if i were to buy the noctua, would it fit in my coolermaster HAF 912 case?, and if i get the hyper evo with push/pull...is it still a 50/50 to get 4ghz?

The 912 SHOULD fit. See this thread for details:

I've been looking for some information on 965 overclocks on the EVO and haven't found anything concrete. There have been some people talking on forums about getting to 4.0 on it but that's just forum talk and I have no way to know if it's true. Again, it would vary chip to chip and also depend on ambient temps, air flow, etc. My guess would be yes or if not, really close.

The fan it comes with is decent. The difference with push-pull is only around 2 degrees so I would try it with just the one at first. It might be enough.
