Radeon HD 7950 VS. GTX 660 Ti

I'm building a gaming rig in a week or so and I'm wondering what will be better for me. I'm on a budget of 1,300.00 dollars and I never really realized (until now) how much video cards cost.

Here's what I'm thinking about getting so far.

Crosshair V Formula Motherboard
-AMD FX-8350 processor AM3+ (like 4gh with 8 cores)
Corsair 850w Power Supply
-1tb harddrive (dont know which brand to buy yet)
Corsair Vengeance RAM (4 cards) 16gb.

So basically, I'm comparing 2 cards right now. The GTX 660ti and the Radeon HD 7950 (or any other 7000 series, I noticed that they are more flexible with price other than nVidia. Which card do you think is better? Which one will work better with my setup? Which one will last the longest? Please shed some light on these cards for me and maybe even let me know of some other cards with 350 dollars that might be good for me. Even tips will help! anything you want to tell me. I'm new to building computers so I need all the help I can get! :) (Im trying not to go over 280 with my graphics card, but if I need to, I will)

PS. How do you overclock a video card? If not the processor for that matter. I really want to over clock because it sounds like it will turn my machine into a beast but the subject confuses me. If it has something to do with liquid cooling, what is the best liquid cooler to buy for a cheap price. And what should I know about maintaing?
