Computer shuts on then off cycle

I installed windows 8 and it says for the activation key, I put in the product key and it says it can only be used to upgrade, not clean install. I restarted my computer, and now whenever I turn on my computer, it keeps turning on then off in a cycle after about 2 seconds of running.
I took out the RAM and it started to boot just fine, but the signal wasn't going through my vga cable, and the cpu fan wasn't spinning. I don't even know what to diagnose now, I've already tested my PSU so its not that.
Specs:
Gigabyte GA-Z68MA-D2H-B3 mobo
EVGA Geforce 660ti GPU
Corsair Vengeance 8 GB (4GBx2) RAM
Intel Core i5-3470 Quad-Core

You may have bought a Windows 7/XP upgrade to Windows 8, and not a full Windows 8 version.

The computer would not boot without the RAM, and it would cause the CPU to not spin and no signal to pass through your VGA.

Insert the RAM back into the DIMM slots. If you originally had Windows 7, then you should be selecting the upgrade from Windows 7 to Windows 8.

I recommend installing Windows 7 (fresh install), and then upgrading to Windows 8 (as I suspect you have bought an upgrade rather than a full version). If Windows 8 was below $100 ( in the case of the OEM version), then you have bought the upgrade.

Thanks, I'll install windows 7 when I can fix my other problem, I can't even turn on the computer because it just won't stay on for more than 2 seconds, and the CPU fan doesn't even work anymore. I had all the parts come brand new last thursday.
