Constant 3 gigs of RAM being used.

With these specs in mind, my computer is constantly using around 40% (3gb) of RAM all the time every day. I was just wondering if this was normal or what I should do about it if its not.
Computer Specs:
Radeon HD 6990m
Intel i7-2670QM @ 2.20ghz (Overcloked to 2.90ghz via TurboBoost) 8 Logical
Processors
Win7 64-bit Home Premium
8 gbs RAM

On a side note, if anyone could also give me any hints as to why my computer never wakes up from sleep, that'd be great!

When I close the lid it goes to sleep, but when I open it back up I look at the processor light and its not flashing, and my screen stays black. I know it has power but the screen an the processor just sit there and do nothing. I have to restart it to be able to use it.

Do you have to restart it fully, or just press the power switch?

I fully power it off, then turn it back on.
