I'm going to build a new PC and I was hoping to get the best GPU for me. I'm on a budget of $700.

7790 for sure if you can get it, if you can extend you budget then I recommend a 650 Ti Boost.

2 gigs in a 7770 is a waste... 1 is all you need.

7790 or 7850 1 gig are better if you can swing it!

The 7790 can usually be found at the same price as a 7770 but probably $10 more expensive. The performance difference is quite noticeable. Extending you budget about $30 more you can get a 7850 or a 650 Ti Boost depending on what games you play. Some games perform better on certain cards.
