What should i upgrade/just buy

i have a computer that i want to upgrade. Here is a list of the parts:
i5 760 cpu
window 7 32 bit (i also own 64 bit)
2gb of ram
P55-UD3L motherboard(brand: gigabyte)
nvidia Geforce gt 240 graphics card
500gb hard drive
400w power supply

I would really appreciate if you guys could give me some advice on what parts i should replace and overall what i should do to be able to play new games like bioshock infinite, tomb raider and league of legends on close to high settings. Also, please keep in mind that i can only spend up to around $250 ,and only maybe around $300. Thanks.

I would look at upgrading your graphics card to a 7870 XT or a 7950.

That all? Because i also want to be able to browse the internet at fast speeds but as of late, my computer hasn't been very fast.

Flash the BIOS to the newest available (free)

Got to 64 bit (free if you own it already)

goto 8GB RAM (2 more 2GB sticks, I think you have 4 slots, not to much $$)

bump to an 800 watt PSU to push a newer GPU without taxing it and getting to hot. Get one "80 PLUS" bronze or gold certified.

Now use the rest of the $$ to either SLI a matching GPU or a newer one.

What does flash the bios to newest available mean?
Also, how do i do that?
