Processor should be running at 4ghz why is it running at 2.81?

I just recently bought the AMD FX-8350 and installed it in my computer. It was advertised at 4ghz but when I look into my properties it says it is only running at 2.81ghz. Why is that, and how do I change that?

CPUs automatically down-clock themselves when they are not being stressed to save on energy and heat. This is normal. Try running some programs that put load on the CPU and see if it changes.

Normaly companies do this to help your save power, become quiter, and save wear on your pc while your not using it. Part of the issue with this is AMD COOL'N Quite it automaticly clocks down your cpu to quite your pc. I recommend dissabling it in the bios and your speed should stay at the advertised cpu speed this is a must if you want to overclock your cpu. Another part of the issue is that 4Ghz might be the turbo boost speed and not the normal cpu speed. Turbo boost allows cpu cores to be turned up to higher frequency if you are only using a few cores so the programs gain a boost in speed if they are not optimized for many cores. You can overide the computer and overclock it to at least the turbo boost speed and that should be a safe overclock, or you can go further. Combine this with turning off AMD COOL'N QUITE and your cpu will be running above the manufacturers speed. If you have a supported bios you can overclock in the settings and turn off cool n'quite there. Also amd makes some software if you have a supported cpu to overclock from within windows.

He says he has an 8350. 4.0GHz normal, "turbo" up to 4.2GHz. This gives it a CPU multiplier of 20. Or 21 in turbo mode. To be running at 2.8GHz means it would be using a multiplier of 14. I would think CnQ would use a lower number. I know in the olden days they used to 6 or 8. Anyone know what it is on the dozer chips?

I couldn't tell you I disabled CNQ in BIOS before I ever installed windows...lol.

Though, I would recommend disabling COOL N QUIET in your BIOS, that may very well be what it is.

Also, you might go into your BIOS and make sure the clock multiplier is set properly. If it's on "AUTO DETECT" you might want to disable the AUTO feature and manually set your multiplier to 20.

Another question, what is your motherboard? The reason I ask...if it's a 95W board, it will be compatible with the socket on your chip, but it won't support the full wattage on your chip, and it won't allow your CPU to perform at full tilt.
 
If there is nothing stressing the CPU then it is designed to clock itself down to save power. The FX-8350 is pretty power hungry. Run Super Pi, it is a single core CPU benchmark program that stresses the CPU. If you check CPU-Z it should then show that the CPU speed is either 4.0GHz or 4.2GHz; or whatever it's max TurboCore speed is supposed to be.

Judging from the lower speed and reduced Vcore, it's probably in cnq mode. I'm surprised that value is so high however. You probably have nothing to worry about. Follow Jaguars advice and see if it changes. Or going into the bios/windows and turn all that stuff off. Considering how hot that CPU can get I'd leave it on.
