Processor Speed Decreased

Hello, I am quite new to this forum. I don't know a lot about computer but enough to build one. I turned on my computer and all of a sudden, my processor speed went from 3100 mhz to 800mhz. Any solutions? I have already turned off Intel Speed Step and no help.

CPU - Intel i3 2105 3.1 GHZ
Mobo - Biostar H61MGC LGA1155

Do I need to get a new mobo or a new cpu?

Check in the control panel whether you have turned on the power saver power plan by mistake.

where is the problem actually?cpus are not supposed to run at stock speeds all the time!cpus frequency is dependent on the tasks running!on idle speed with no task running there is no need to run at a higher one!if you play a heavy game you will notice that the frequency reach its max one!

This technology is called Intel speedstep. But as he said earlier, he has already disabled intel speedstep. So there must be some other problem.
